End Government Shutdowns Act

This bill would automatically provide temporary funding to keep the government running if Congress doesn't pass spending bills on time. For the first 30 days, government programs would get 99% of what they received the year before. After that, the funding would drop by 1% every 30 days until Congress passes the regular spending bills.
