To prohibit the removal of Federal employees during any lapse in discretionary appropriations, and for other purposes.

This bill says that federal employees cannot be fired from their jobs during a government shutdown when Congress hasn't approved spending money. If a federal employee gets fired during a shutdown anyway, they can choose to get their job back with back pay once the shutdown ends.
