To amend title 49, United States Code, to grant the United States Virgin Islands and Puerto Rico eligibility to issue commercial driver's licenses, and for other purposes.

This bill would allow the U.S. Virgin Islands and Puerto Rico to issue commercial driver's licenses (CDLs) under the same federal rules that currently apply to states and Washington, DC. Right now, only states and DC are allowed to issue these licenses. The federal agency in charge of trucking safety would help the U.S. Virgin Islands and Puerto Rico meet all the requirements for issuing CDLs. If either territory does not meet those requirements after a five-year grace period, some of their highway funding could be held back.
