Federal Emergency Management Continuity Act of 2025

This bill requires FEMA to keep spending money from its Disaster Relief Fund during government shutdowns. FEMA would continue using disaster relief money that was already approved by Congress before the shutdown to help with disasters, emergencies, and recovery programs. The bill also requires FEMA employees who handle this disaster spending to keep working during shutdowns instead of being furloughed. These workers would be treated as essential employees who must stay on the job even when the government shuts down.
