Voluntary Grazing Permit Retirement Act of 2025

This bill lets people who hold permits or leases to graze livestock on federal land in 16 western states voluntarily give up those permits if they want to permanently stop grazing on that land. Once a permit is given up, the government must accept it, stop all livestock grazing on that land, and not issue any new grazing permits for it. If another person still has a grazing permit on the same land, the government must reduce the amount of grazing allowed there. The government can accept no more than 100 of these permit returns per year across all 16 states, and no more than 25 in any single state.
