FEMA Operations Continuity Act of 2025

This bill allows FEMA to keep working during government shutdowns. It lets FEMA continue disaster relief operations, help people and communities affected by disasters, and pay out money from the Disaster Relief Fund even when the government shuts down. FEMA can also keep the staff and contractors needed to process disaster claims and payments. The bill makes sure disaster relief money stays available and can't be taken away during shutdowns, and it officially labels these FEMA operations as essential for protecting people and property.
