Mens Rea Reform Act of 2025

This bill creates a standard rule for how the government must prove someone's state of mind in federal criminal cases. When a federal law or regulation does not clearly state what the government must prove about a person's mental state, the government would generally need to show that the person acted "knowingly" regarding each part of the crime. This applies to both laws passed by Congress and rules made by federal agencies.
