Currently, customs officials can seize these items from certain countries unless importers provide specific documentation proving they can legally bring them in. The bill creates a new standard that allows people to import these collectible items if they can show the items were legally obtained and exported, are of a known type, and are not known to come from illegal digging in restricted countries. The bill also says customs officials cannot ask for additional paperwork unless they have probable cause to believe the evidence provided is fake.
