Report on Grant Consolidation Authority for Puerto Rico Act

This bill tells the Government Accountability Office to write a report for Congress about combining certain grant programs that are currently available to island territories. The report should look at whether this kind of grant combining would work well for Puerto Rico. Right now, island territories can apply for one combined grant instead of filling out separate applications for each grant program. The bill also says that any Puerto Rico official who gets asked for information to help with this report must respond quickly and completely.
