To amend title 38, United States Code, to provide for an annual increase in the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.

This bill requires the Department of Veterans Affairs to increase several types of payments to veterans and their families each year. The increases would include disability compensation for veterans, extra money for veterans with dependents, clothing allowances for disabled veterans, and payments to surviving spouses and children. These amounts would go up by the same percentage that Social Security benefits increase each year, which happens on December 1. The VA would have to publish the new payment amounts in the Federal Register and could also adjust disability payments for people who haven't received compensation before.
