Headwaters Protection Act of 2025

This bill extends a Forest Service program that protects and restores watersheds on federal land through 2029. The program can now also support similar projects on private, state, or local land that is next to federal projects and in the same watershed, if the landowner agrees. The bill expands who can participate to include irrigation organizations, water infrastructure managers, certain New Mexico land grant entities, and private water delivery organizations. Projects must focus on protecting water supply and quality, forest health, or water infrastructure, and the bill reduces how much non-federal participants have to pay toward project costs.
