COVER Now Act

This bill creates a program that lets local governments provide health insurance to certain low-income adults in states that haven't expanded Medicaid. These are people who would qualify for Medicaid if their state had expanded the program under the Affordable Care Act. Local governments can provide this coverage for up to 10 years or until their state expands Medicaid. The federal government would pay all costs for the first three years, and states cannot punish local governments that participate by taking away funding or raising their taxes.
