FRESHER Act of 2025

This bill changes current rules so that the Environmental Protection Agency would be allowed to require permits for certain stormwater runoff from mining, oil, and gas operations, removing a rule that previously blocked the agency from doing so. It also requires the Department of the Interior to study stormwater runoff from oil and gas operations, looking at things like contamination levels, effects on groundwater, and how easily underground water sources could be contaminated by that runoff.
