Ending Crime and Disorder on America’s Streets Act

This bill requires federal agencies to encourage the use of civil commitment, which means involuntary psychiatric hospitalization or treatment, as a way to address homelessness. It directs the Department of Justice to work on overturning court decisions that get in the way of this approach, help local governments make it easier to civilly commit unhoused people, and check whether organizations receiving federal housing money are running sites where people can use illegal drugs under supervision. The bill also calls for tying access to some federally funded housing and homelessness programs to receiving substance abuse or mental health treatment, allowing some federally funded housing programs to serve only women and children, making federal money available for removing homeless encampments, and giving priority funding to areas that ban encampments and squatting.
