Protecting Americans from Russian Litigation Act of 2025

This bill stops private individuals and companies from going to court in the United States to try to enforce legal decisions or arbitration rulings made by foreign courts in certain situations. Specifically, it applies when those foreign decisions involved disputes where U.S. sanctions got in the way of completing a contract, or when the foreign court took the case because of U.S. sanctions or export controls. The federal government is still allowed to file these kinds of claims, but private parties cannot. The rule applies to any cases already in progress as well as new ones filed after the bill becomes law.
