RIFLE Act of 2025

This bill changes how the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) handles gun dealers, importers, and manufacturers who have federal licenses. The bill requires the ATF to give people a chance to respond before denying their license applications and allows them to request a hearing. It also requires the ATF to create clear standards for how it inspects these businesses. When violations happen, the bill assumes they were not done on purpose unless the ATF can prove otherwise with strong evidence, and it requires the ATF to work with the business to fix problems before taking stronger action like removing their license.
