College Financial Aid Clarity Act of 2025

This bill requires the Department of Education to create a standard format that all colleges and universities must use when sending financial aid offers to students. The offers must clearly include important details like the total cost of attending, the actual price after aid, loan interest rates, work opportunities, and instructions on how to accept or turn down the aid. Schools that participate in federal student aid programs must use this format for all types of offers — whether on paper, online, or on a phone — and must use the same clear language across all their financial aid communications.
