Haiti Economic Lift Program Extension Act

This bill extends special rules that allow certain clothing items made in Haiti to enter the United States without paying import taxes (duties) until December 31, 2028. The President must update official trade documents to restore these benefits to products that may have lost them due to previous changes. The bill also requires the government to refund any duties that were collected on qualifying Haitian clothing products that entered the U.S. between September 30, 2025, and when this bill becomes law, as long as importers file proper paperwork with customs officials within 90 days.
