Noncontiguous Shipping Reasonable Rate Act of 2024

This bill sets a new way to decide if shipping rates are reasonable for ocean shipping between the mainland United States and places like Hawaii, Alaska, and Puerto Rico. Under the bill, a shipping rate would be considered reasonable if it is within 10% of rates set by an international ocean rate index that the Federal Maritime Commission recognizes. Currently, rates must be reasonable but a different agency usually decides what counts as reasonable.
