No Cost Educational Resources Act of 2025

This bill would let a federal agency called the Institute of Museum and Library Services give grants to colleges and universities to help them use, create, and adopt free digital textbooks and reading materials that anyone can download and share. The grants would also help schools set up more science, technology, engineering, and math courses that use only these free materials instead of traditional textbooks that students would have to buy.
