Domestic SUPPLY Act of 2025

This bill creates a program to encourage American companies to make personal protective equipment like masks and gloves for health emergencies. The Department of Health and Human Services would make purchasing agreements with U.S.-owned manufacturers that make most of their products in America, with all products required to be made domestically by 2028. The federal government and state and local governments using federal money would have to buy this type of protective equipment from American companies, with some exceptions. The bill also requires a report to Congress about how protective equipment rules changed during COVID-19 and how those changes affected healthcare workers in 2020 and 2021.
