BARCODE Efficiency Act

This bill requires the IRS to use barcodes and scanning technology to convert paper tax returns and mail into digital format. Tax returns that are prepared electronically but then printed and mailed must include a scannable barcode. The IRS must use barcode scanners to read these returns and optical character recognition technology to digitize other paper tax documents and correspondence. However, the IRS doesn't have to use this technology if it's slower or less reliable than their current methods, as long as they report this decision to Congress.
