Regulation Decimation Act

This bill requires federal agencies to eliminate ten or more existing rules before they can create most new rules. For major rules that cost at least $100 million per year or significantly affect the economy, agencies must not only eliminate ten related rules but also ensure the new rule costs less than the eliminated ones. Agencies must also review all their current rules and report to Congress which ones are costly, ineffective, duplicative, or outdated. The requirements don't apply to internal agency policies, purchasing rules, or rules being changed to reduce burdens.
