To amend the Food and Nutrition Act of 2008 with respect to the issuance of quality control guidance issued by the Secretary of Agriculture.

This bill requires the Department of Agriculture to give the public at least 60 days to review and comment before making major changes to how states check if people qualify for SNAP food assistance and receive the right benefit amounts. The new rule applies when changes would require states to update their systems, procedures, or staffing for these reviews, or when changes affect what documents SNAP recipients need to provide. If there's an urgent need, the Department can make changes immediately while still allowing public comments.
