Veterans’ ACCESS Act of 2025

This bill changes how the Department of Veterans Affairs manages health care for veterans. It sets up official rules for when veterans can get care from non-VA doctors and hospitals through the Veterans Community Care Program, and requires the VA to tell veterans within two business days if they qualify for this outside care. The bill also gives health care providers more time to submit bills to the VA. For mental health services, the VA must create a standard process to decide which veterans get priority for residential mental health treatment programs and set up an appeals process for veterans who are denied treatment or don't get a bed quickly enough. The VA must also create an online system where veterans can schedule appointments, track referrals, and appeal care decisions themselves.
