CBW Fentanyl Act

This bill sets up a system of punishments, called sanctions, against foreign countries when people connected to their governments are involved in programs that produce or spread chemical or biological weapons or certain chemicals used to make fentanyl, and those actions cause harm to another country. The punishments get stronger over time if the foreign country doesn't fix the problem, starting with blocking the purchase of goods from that country's chemical or biological industries, then potentially cutting off U.S. aid, and finally blocking financial transactions connected to that country. The President can temporarily pause these punishments if it is extremely important for national security, and must end them once the harmful actions have been properly dealt with.
