Restoring Access to Mountain Homes Act

This bill allows FEMA to give money to North Carolina government entities to fix private roads and bridges damaged by Tropical Storm Helene. Normally, FEMA only pays to fix roads and bridges owned by the government, but this bill makes an exception for private ones in North Carolina after Helene. To qualify, the private road or bridge must be the only way for people to reach their homes or important community services like hospitals or schools. The bill also allows repairs even if the road or bridge had problems before the storm, which usually wouldn't be covered.
