Global Health, Empowerment and Rights Act

This bill says that foreign organizations cannot be denied U.S. international development aid just because they provide medical services using their own money, as long as those services are legal in their country. These foreign organizations would have the same rules about using their own funds for advocacy or lobbying as U.S. organizations that get this type of aid.
