All Aboard Act

This bill requires Amtrak to give full refunds to passengers when trains are cancelled or delayed more than three hours due to Amtrak's problems. The refund rule applies to Amtrak trains and commuter trains that use Amtrak's tracks. The Department of Transportation must create rules for how to decide if delays are Amtrak's fault and how Amtrak can dispute refund requests. If Amtrak doesn't follow these refund rules, it could lose federal funding. The bill also requires Amtrak to stop its current practice of using equipment until it breaks down and instead create a better maintenance plan within two years.
