To amend title 38, United States Code, to authorize an individual who is awarded the Purple Heart for service in the Armed Forces to transfer unused Post-9/11 Educational Assistance to a family member, and for other purposes.

This bill allows Purple Heart recipients who served on or after September 11, 2001, to transfer their unused Post-9/11 GI Bill education benefits to family members like spouses or children. They can transfer up to 36 months of benefits and can change or cancel the transfer by giving written notice to the VA and Department of Defense. The transferred benefits cannot be considered marital property in divorce cases, and if the Purple Heart recipient dies, their family member can still use the benefits.
