Interagency Coordination in Export Controls Act of 2026

This bill lets the State Department, the Department of Defense, and the Department of Energy suggest new rules or changes to existing rules about what the U.S. allows to be exported to other countries. These proposals go to a review board that must vote to accept or reject them within 30 to 60 days, and if accepted, the Commerce Department must start making those proposals into official rules. The bill also requires the State Department to study how China's strategy of blending its civilian businesses with its military could affect U.S. export rules and national security, and to suggest any needed policy changes based on that review. The State Department must report to Congress on everything it does under this bill.
