Bureau of Industry and Security License Administration Enhancement Act

This bill changes how the Department of Commerce's Bureau of Industry and Security (BIS) handles applications for licenses to export certain goods. It requires that special notices sent to companies or universities about extra license requirements go through the same review process as regular export licenses, and it sets a 60-day time limit on those notices unless BIS formally publishes related rules. The bill also requires BIS to create clear standards for when license applications should be denied and to share those standards with Congress, and it expands the use of advisory committees to help guide BIS on specific topics. Finally, BIS must regularly review and report to Congress on a 2025 rule related to advanced computing chips.
