No Regulation Through Litigation Act of 2025

This bill says that federal agencies cannot agree to court orders that go beyond what the court is allowed to do. It also limits when attorney fees or legal costs can be included in agreements between agencies and people who sue them, specifically when those agreements lead to new regulations or guidance documents.
