Small Business Flexibility Act

This bill allows restaurants and other businesses to create two different tip pools among their workers. The first pool can include employees who normally get tips, which is already allowed under current law. The second pool can include both employees who normally get tips and are paid at least minimum wage, plus employees who don't normally get tips. The bill gives legal authority for businesses to set up these tip-sharing arrangements.
