Safe and Smart Federal Purchasing Act

This bill requires the Office of Management and Budget to study how federal agencies buy goods and services. The study will look at whether current rules about choosing the cheapest acceptable option have created any national security risks. The Office of Management and Budget must report what they find to Congress.
