CHARLIE Act

This bill says that federal money given to the American History and Civics Education program cannot be used to support what the bill calls "discriminatory equity ideology" or "gender ideology," as those terms are defined in certain executive orders from 2025. Discriminatory equity ideology is described as treating people as members of favored or disfavored groups rather than as individuals, including ideas that one group is morally superior to another or that someone is automatically racist or sexist because of their race or sex. Gender ideology is described as replacing biological sex categories with gender identity. The bill also says the Department of Education cannot give priority to grant applicants based on race, sex, sexual orientation, gender identity, or immigration status.
