HR 8844 — The Issue & What They're Trying to Fix Yes because all retirement benefits are given by years of service. Someone really messed up here. This is about a decades-long administrative error where the U.S. Customs and Border Protection agency incorrectly informed newly hired officers that they would be eligible for proportional annuity, which means they would not need to retire at a certain age or accrue 20 service years in order to qualify for enhanced retirement benefits.
