Protect Working Musicians Act of 2026

This bill would let independent musicians, producers, and technicians who own the rights to their recordings team up to negotiate licensing deals with large online music platforms that make over $100 million a year from music distribution, as well as with companies that develop or use artificial intelligence that can create things like text, images, audio, or video. To qualify, these music creators must have earned less than $1 million in related income the previous year or be considered a small business in record production and distribution. The bill also gives these music creators the right to collectively refuse to license their music to these platforms or AI companies.
