Medicaid Improvement and State Flexibility Act of 2025

This bill would let states approve their own Medicaid test programs without getting permission from the federal government first. These programs would give Medicaid patients an EBT card (like a debit card) to buy basic medical care. At the end of the year, patients would get any leftover money as cash and would also need to have catastrophic health insurance that covers major medical emergencies.
