Comment Integrity and Management Act

This bill sets new rules for how federal agencies handle public comments during the process of creating new regulations. It requires agencies to check, as much as possible, whether a comment was actually submitted by a real person. When many people submit the same or very similar comments, known as "mass comments," an agency can post just one copy and note how many identical or nearly identical comments were received. The bill also requires agencies to create policies for dealing with computer-generated comments, directs the Office of Management and Budget to provide guidance on following these rules, and requires updates to the regulations.gov website to support these changes.
