Adopting the Rules of the House of Representatives for the One Hundred Nineteenth Congress, and for other purposes.

This resolution sets up the rules for how the House of Representatives will operate during the 119th Congress. It keeps most of the rules from the previous Congress but makes several changes, including making it harder to remove the Speaker (requiring support from nine majority-party members), limiting when certain rule shortcuts can be used, and blocking bills that would have too large a long-term budget impact. It also allows electronic voting in committees, removes the House Office of Diversity and Inclusion, ends certain workplace bargaining rights for House employees, and renews committees focused on competition with China, human rights, and helping democratic governments in other countries. Finally, it lines up several specific bills to be considered by the House.
