Amending the Rules of the House of Representatives to permit certain resolutions to be privileged only if they are based on conduct which was the subject of an investigation and report by the appropriate committee of jurisdiction or if they are offered by direction of a party caucus or conference.

This resolution changes House rules about when certain types of resolutions can get special priority for votes. Under the new rules, resolutions to impeach government officers, censure or expel House members, or remove the Speaker or committee leaders can only get priority if they are based on conduct that was already investigated and reported on by the right committee, or if a party caucus directs that the resolution be offered.
