CLEAR Act of 2025

This bill gives state and local governments the authority to help enforce federal immigration laws, including arresting people who are in the country unlawfully and handing them over to federal authorities. It also says that cities or states that refuse to cooperate with immigration enforcement can lose certain federal funding, and it requires the Department of Homeland Security to take custody of unlawfully present individuals within 48 hours when asked by local authorities. The bill calls for building 20 new detention facilities, provides legal protections for state and local officers involved in immigration enforcement, and sets up programs for training, grants, and speeding up the removal of people serving criminal sentences who are subject to deportation. It also requires the government to reimburse state and local agencies for reasonable detention costs and mandates that those agencies share information about certain people they have in custody.
