Disaster Housing Reform for American Families Act

This bill requires FEMA to set up a five-year test program where it contracts with companies to build factory-made homes for people affected by disasters. These homes would be used as temporary housing during the disaster period and then turned into affordable housing afterward, though they could also become permanent homes for the people living in them. The homes must meet certain safety and building standards and be available within 90 to 120 days after a disaster is declared. The bill also allows FEMA to give grants to disaster-affected people to help cover closing costs when they buy a home using a federal mortgage program.
