Whole-Home Repairs Act of 2025

This bill creates a test program where the federal government gives money to state and local governments so they can help homeowners with low or moderate incomes and certain small landlords fix up their properties. The money can be used for things like making homes safer to live in, easier to get around in, or more energy efficient. Homeowners who qualify based on their income can get grants, while small landlords who own fewer than 10 rental properties with up to 50 total units can get loans that may not need to be paid back, as long as most of their units are affordable to lower-income tenants. The program is set to end on October 1, 2030.
