Saving the Civil Service Act

This bill sets rules to prevent federal government jobs from being reclassified in ways that could remove job protections for workers. It stops agencies from moving jobs out of the "competitive service," where employees have certain protections like appeal rights, into categories where those protections don't apply, unless the job categories existed before September 30, 2020. The bill also says agencies cannot move employees into different job categories without either the employee's permission or approval from the Office of Personnel Management. It was introduced in response to a 2020 executive order by President Donald Trump that created a new category called "Schedule F," which was later reversed by President Joe Biden.
