SOAR Act of 2025

This bill changes how Medicare pays for supplemental oxygen, oxygen equipment, supplies, and related services. Instead of using the current competitive bidding system, it sets up separate payments that would be adjusted over time to keep up with inflation. It also makes sure respiratory therapists can be covered under Medicare for their services and adds extra payment adjustments for that care. The bill also requires the creation of an electronic form for doctors to use when prescribing oxygen-related items, and it gives Medicare patients certain rights, like being able to pick their own suppliers and receive clear information about the services they are getting.
