RED TAPE Act

This bill says that when federal agencies study the costs and benefits of new rules or regulations, they can only use factors that have been measured with specific dollar amounts or numbers. They would not be allowed to consider anything that hasn't been given a clear numerical value. Agencies would also have to publicly share their cost-benefit studies, and the Office of Management and Budget could not approve or use any unmeasured factors from these studies. If a court finds that an agency used unmeasured factors in deciding on a rule, the court must strike down that rule.
