Conscience Protection Act of 2025

This bill says that health care providers, insurers, and similar entities cannot be punished by the federal government or organizations receiving federal health funding for refusing to perform, refer for, pay for, or help with abortions. It also lets people or organizations who feel their rights under federal conscience laws have been violated sue for relief, including suing state governments. The bill gives the Department of Health and Human Services the authority to enforce these conscience laws by cutting off funding or referring cases to the Department of Justice, and to create rules and handle complaints related to these laws. The bill does not change requirements for providing emergency treatment to pregnant women or unborn children, and it does not stop health care entities from voluntarily providing or covering abortions where the law allows it.
