A bill to require agencies submit zero-based budgets.

This bill would require federal agencies to use a budgeting method called "zero-based budgeting," where they review all their goals, operations, and costs from scratch, look at different ways to run their programs, and rank those programs by importance. Agencies would send these budgets to the Office of Management and Budget and congressional budget committees. The bill also requires agencies to suggest ways to cut their spending by at least 2% compared to the year before, though the Department of Defense and the National Nuclear Security Administration would not have to meet that spending cut requirement.
